The Regional Collaboration to Expand and Strengthen STEM (RECESS) is a collective impact pilot initiative of cross- sector organizations representing school districts, government, employers, community groups, students and families in San Francisco and Alameda Counties. Created in 2016 with funding from the National Science Foundation, RECESS seeks to create and implement a community action plan to promote coordination, increase accessibility, and enhance the effectiveness of programs and services for individuals historically underrepresented in STEM careers, with an emphasis on Latinos and African Americans. RECESS is co-convened by the UCSF Office of Diversity and Outreach, the UCSF Child Health Equity Institute and the Alameda County Office of Education.

Through this two year NSF planning grant, RECESS will co-create a shared vision, identify common points of data collection, map the system of stakeholders, identify service gaps and duplication of effort and commit to a common plan of action. We will track indicators of growth including the process of collective impact formation, changes in efforts of individual partner agencies, and community involvement.

By October 2018, RECESS will:

  • Build the will within the community to address broadening participation challenges in STEM
  • Expand STEM learning opportunities and enhanced access to courses, programs and experiences that prepare and help students from diverse backgrounds to access mid-high wage jobs in STEM fields

  • Develop and implement an open communications platform to support the spread of effective practices;

  • Draft a community plan that includes a common agenda and shared measurement;

  • Raise funds and engage new partners to implement RECESS strategy and plan; and

  • Join together with Alignment Bay Area to implement our community plan and improve opportunity and access for underrepresented communities in STEAM.

Role Responsibilities

  • Developing and implementing outreach strategy to link with other Design and Development Launch Pilots and updating strategy as new needs emerge.

  • Building and maintaining relationships with partners.

  • Developing a strategy for and working with the RECESS Manager and Coordinator to implement continuation of RECESS Community Listening Tour in San Francisco and Alameda Counties.

  • Coordinating research and other activities with initiative partners to minimize redundancies and to align strategies and actions, including conducting individual outreach and education as needed.

  • Coordinating with other projects and coalitions in the same field to maintain a full understanding of the current landscape of local and regional activities, and integrating their work into RECESS processes.

  • Identifying and connecting with key stakeholders in the community to advance the mission of RECESS 

  • Facilitating Staff, Alignment Team and Workgroup Meetings:

  • Providing support to staff, alignment team and workgroup co-chairs to facilitate meetings and assisting in preparation of meeting materials.

  • Providing regular reports on progress against goals and indicators.

  • Participate in weekly team meetings with core planning team comprised of UCSF and ACOE staff as well as project consultants.


  • Communicating the objectives of RECESS to the community and potential partners.

  • Facilitating communication between RECESS partners and other related initiatives by hosting regular conference calls, in-person meetings, or coordinating regular email updates to ensure alignment of activity.

  • Working with RECESS Coordinator to develop web and social media strategy.

  • Developing and updating materials and powerpoint decks to be used in outreach and meetings.

Strategy, Data Collection and Reporting:

  • Maintaining understanding of current implementation challenges and helping to develop solutions to address them.

  • Provide support to partner organizations in aligning their work to the RECESS agenda (e.g. identifying opportunities for program work to support specific goals).

  • Acting as a neutral arbiter and helping resolve disputes or disagreements in direction among RECESS partners.

  • Assisting with the development and approval of shared measurement plan and ensuring all partners are aware of RECESS targets and indicators.

  • Assisting with the creation of final report to funder as needed.
