Technical Assistance Lead / Analyst at Public Health Institute

PHI is seeking a full-time Technical Assistance Lead / Analyst California Health Workforce Alliance. This position is located in Oakland, CA.

The Public Health Institute (PHI), in partnership with The Robert Wood Johnson Foundation, has launched the Center to Advance Community Health and Equity (CACHE). The Center will serve as a clearinghouse for data collection, applied research, technical assistance, and the convening of hospitals and other stakeholders across sectors to build knowledge and strategies that improve health and well-being in our communities.

A key initial resource for the Center is a searchable online platform for hospital 990 Schedule H reports, which will enable stakeholders to compare community benefit resource allocations, financial assistance policies, and other relevant information documented by hospitals. The Community Benefit Insight (CBI) tool was designed by the nonprofit research institute RTI, George Washington University, and Community Catalyst.

The Program Associate will directly assist the Project Directors in all responsibilities relating to the technical assistance and analyses, planning, implementation and evaluation for CACHE. The primary purpose of this position is to provide overall project support and administration, day to day management of technical assistance requests and incoming questions to the CACHEsite, triage referrals to CACHE/RTI staff and TA providers, and develop regular webinars on CACHE and CBI. The Program Associate will report technical assistance activities, opportunities and accomplishments to the project directors and partner leads in regular meetings and provide support in analyzing and presenting strategy options for prioritization and will then take a support role in working with key stakeholders to develop and implement priority solutions. . The Program Associate will assist in the communications, marketing, public and media relations functions of CACHE to its target audiences.

TA and analysis:

  • Develops and updates national TA capacity map and resources among key partners and stakeholders
  • Works with core group of TA providers to codify shared strategy and protocols
  • Works with TA providers to create prototype for accessing TA
  • Responds to incoming technical assistance requests and triages referrals to CACHE, RTI, and to national network of TA providers
  • Tracks and measures services rendered by PHI and TA network
  • Organizes and helps facilitate Technical Assistance Leadership Team (TALT) meetings
  • Manages and refines TA delivery protocol and accompanying FAQs for the website
  • Conducts analyses and provides technical assistance using CBI
  • Serves as liaison to RTI for technical questions
  • Works with evaluators on the development of an evaluation plan and measurement strategy for CACHE
  • Develops biannual TA report

Communications/marketing functions:

  • Plans and manages regular webinars on CACHE and CBI
  • Attends conferences to promote and present CBI and CACHE services
  • Develops white papers and case studies on CBI and CACHE services
  • Develops content to update CACHE website (e.g. case studies, white papers/reports, community benefit tools/resources)
  • Leads environmental scans and landscape reviews of TA providers, data tools and resources to utilize within CACHE
