Department Overview

UCSF Fresno is a major educational and clinical branch of the UCSF School of Medicine; it is located in the Central San Joaquin Valley.  The California Area Health Education Center (AHEC) is administered by a senior faculty member as Program Director who is also Principal Investigator (PI) for the HRSA grant that helps fund it.  The PI reports to the UCSF Fresno Associate Dean.  The national AHEC program is a health professions program located in HRSA’s Bureau of Health Workforce.

The mission of the California AHEC is to improve access to and the quality of, health care for medically underserved populations of California using academic-community partnerships for health education and health workforce training. The California AHEC supports community based recruitment, training and retention of health professionals.  It seeks to identify, educate and place health professionals with appropriate cultural and linguistic skills in underserved communities and does so through development and maintenance of partnerships with community organizations, educational institutions and health care service organizations.  The California AHEC Program provides funding for primary care community-based education and training programs and supports training sites located in medically underserved areas of the state.

Job Function Summary:

Involves analytical studies on a variety of policies, projects, programs and issues in support of a function, research initiatives, program and / or organizational unit, or in research of new or changing systems and programs. Assists in policy and program planning, development, administration, management and implementation; interprets, monitors and analyzes information regarding policies and procedures and provides consultative services to department administrators and other stakeholders.

Generic Scope:

Technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues / problems without precedent and / or structure. May manage programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy.

Custom Scope:

This position supports and reports to the Program Director of the California Statewide AHEC Program; responsible for the day-to-day operations of the California Statewide AHEC Program; operates with a high degree of independence and is responsible for program development, content and administration. Responsibilities also include operational functions, grants management and programmatic functional areas. The Program Manager also has responsibility for fiscal development, strategy, policy and community infrastructure development. The Program Manager is the principal source of AHEC Program Office involvement and support to community-based organizations and to the regional AHEC Centers and works with them closely on programming, budgeting, data collection, evaluation and reporting. The individual in this role will facilitate budget expenditures and reconciliation in accordance with UCSF School of Medicine policies and procedures. 

Knowledge Skills and Abilities 

  • 3-5 years using analytical/problem solving skills
  • 3 years in diverse program management experience
  • Proven ability to manage multiple projects simultaneously
  • 3-years succseeful grant writing experience
  • Excellent written and verbal communications skills; proficient in Microsoft Office applications
  • Ability to use discretion and maintain confideniality
  • Masters level education in health, education or business related field-or equivalent experience and bachelors degree
  • Prior experience with managing federally funded programs
  • Experiences in a community based non-profit organization or academic health center
  • Advanced Microsoft Office Application skills
  • Knowledge of University and Federal policies and regulations
  • Experience working with AHEC programs and/or centers
  • Webpage administration
